C/A/T- Worldwide Totalitarian Control

The new EP from Seattle-based C/A/T is an exercise in September 11th conspiracy theory layered over experimental rhythmic structures. Starting with the apocalyptic dub and distant sirens of “Problem,” the EP attempts to musically recreate the paranoia, fear, and bellicosity of the post-9/11 political environment in America and throughout the world. “Reaction (Human)” layers a tinnitus-like ringing over slow, distorted breakbeats while frightened voices echo in the background. By far the standout track, though, is “Reaction (Official).” Start with the chopped up samples of George W. Bush from the last Ministry release, add some short snippets of Arabic chanting ala Muslimgauze, and then layer it all over a cold but funky rhythm. The political message is clear, especially when the President seems to be saying “We’ve found our mission…to spread evil and destruction…and to kill all Americans,” but the song works fine as an abstract techno piece as well. The disk finishes with “Solution,” a gentler piece with indistinct sampled voices and weirdly soothing bell-like tones. At eighteen minutes, this EP is just long enough to get its basic points across without seeming overbearing while also stirring interest in C/A/T’s forthcoming full-length.
